This strategic framework was co-created by over 115 funders and civil society groups across Europe over a period of 7 months in 2021. Through workshops and a Spring Forum, three levers of change or power-blocks were identified: retail, finance and sub-national action that all need to move in order to accelerate a transition to healthy, just and sustainable food environments.

The strategy is a living document, due to its focus on system change it takes a more emergent approach. The website has used the strategy framework as its structure and anchor and hence an evolving strategy is a changing website!
